State Director Walter Peralse-Reyes Retires

Selective Service System bids farewell to an extraordinary family member, State Director Walter Perales-Reyes. A luncheon was held on Saturday, March 7th, 2015, at La Mallorquina Restaurant in Old San Juan, Puerto Rico, to honor him. Director Romo presented Col (Ret) Perales-Reyes with the prestigious Selective Service System Eagle Award in recognition of his extraordinary service to Region II and the Agency. His previous SSS awards include an Exceptional Service Award and a Meritorious Service Award. SD Perales-Reyes’ contribution to Selective Service began as an RFO to the PRARNG in 1987 before expanding his military career and later returning to SSS as the State Director of Puerto Rico in May 1993. Since then, he has been a vital asset and member of the Agency. One of his most important accomplishments includes the passage of the Puerto Rico Driver’s License Legislation, which enhances Selective Service registration compliance for eligible men. Col (Ret) Perales-Reyes’ hard work and dedication will sincerely be missed. The Agency staff offers a heartfelt thank you.

NOSD Training Region I

Region I staff conducted New Officer/State Director (NOSD) Training on April 15-18, 2015, at it’s Headquarters in North Chicago, IL. State Directors from Washington, DC, Maryland, Michigan, and New York and thirteen officers from Illinois, Indiana, New Hampshire, New Jersey, New York City, Ohio, Pennsylvania, Rhode Island, Vermont, and Wisconsin participated in the training. Ms. Violet Moses from National Headquarters and Mr. Bernard Ben-Carew from the Data Management Center were also in attendance. The instructors, LTC Peter Everett (IL 1-2), LTC Drew Techner (PA 1-14), and MAJ Timothy Krause (1WI) did an outstanding job and ensured all were properly trained. The training included the Professional Development Course (PDC), which details State Director and RFO mobilization responsibilities. Students learned their vital activation roles using participative exercises, classroom lectures and skill training activities. A certification examination was administered to RFOs completing the PDC to validate their comprehension and knowledge of the training materials presented.

In Memoriam - Keith A. Scragg

Region II Region Director - February 27, 1950 - November 29, 2014

Our beloved Region II Director and friend, Colonel (Retired) Keith A. Scragg, passed away on November 29, 2014. He was a 1972 graduate of the Citadel, where he earned a Bachelor of Science Degree in Business Administration and earned a commission as a Second Lieutenant in the U. S. Air Force.

His association with the Selective  Service System began in April 1980, where he served as a Reserve Force Officer in Florida. After a short break in service, he returned to active duty at the RII HQ in October 1984. He served in many roles during his tenure with the Selective Service System, some of which are Reserve Force Officer, NHQ Operations Staff officer, and Executive Assistant to the Acting Director of the SSS. He was appointed as the Deputy Region Director after retiring as a Colonel from the U. S. Air Force in May 2002. His appointment as the Region II Director occurred on January 25, 2004. Mr. Scragg was a member of the Honorary Commanders Association and also served as the President of the General Hershey Chapter of the Reserve Officers Association.

“Keith,” as everyone called him, was well-known for his dedication to his family, friends, church, and the Selective Service System. He spent most of his work life trying to make the Agency better and stronger, and did so in a way that brought honor to the Selective Service System. He was a man of character and integrity and was well-known in Region II and his community as being a man who had a gift for serving and helping others.

Keith received a myriad of awards to include the Legion of Merit, Defense and Air Force Meritorious Service Medals, Joint Service and Air Force Commendation Medals, and the Selective Service System Meritorious, Exceptional, and Distinguished Service Awards.

Keith was born in Holden, West Virginia, but spent the majority of his early years in Titusville, Florida. He and his wife, Debbie, raised four sons and have 10 grandchildren.

Everyone at the Agency, and especially Region II at Region II Headquarters, will always remember his enthusiasm and how he treated each one of us like family. He would always say to his staff: “You are second to none!”

So, to our Region Director, Boss, Friend, and Brother… We are thankful for your leadership, friendship, and
service. To us…”You are second to none!”

Director Romo was interviewed by NBC station KCRA3, Sacramento. Mr. Romo answered questions about registration and explained that males that don’t register by age 26 may be denied many federal and state benefits including Pell grants, Stafford Loans or CalGrants for higher education.
