Hiring and Retaining Individuals with Disabilities

The Selective Service System is committed to employing and retaining individuals with disabilities to be part of its diverse and dynamic workforce.Selective Service hires these individuals using the Schedule A excepted hiring authority. The agency has a disability program to provide reasonable accommodations to individuals with disabilities, whether it is for an applicant or an employee.

Goals

One of the agency’s objectives is to promote meaningful employment opportunities for individuals with disabilities and encourage their integration into the workforce through effective hiring strategies, training, career development, and promotional opportunities.

Executive Order 13548 – Increasing Federal Employment of Individuals with Disabilities

On July 26, 2010, President Barack Obama signed Executive Order 13548, to establish the Federal Government as a model employer of individuals with disabilities.

Background

People with disabilities may be considered for employment through the competitive hiring process or in some circumstances, under the Schedule A hiring authority for persons with disabilities. Individuals who may qualify for this special hiring authority include persons with an intellectual disability, severe physical disabilities or psychiatric disabilities. In these cases, an agency may make a permanent, temporary, or time-limited appointment. Disabled veterans may also be considered under special hiring programs for disabled veterans with disability ratings from the Department of Veterans Affairs of 30 percent or more.

Reasonable Accommodations

Selective Service provides reasonable accommodations, upon request, for persons with disabilities when necessary during the application, interview, and hiring process (such as the need for forms in alternate formats or the use of a sign language interpreter during the interview). In addition, the agency provides reasonable accommodations to its employees who require additional assistance in carrying out their duties as a result of a disability.

What is the Schedule A Authority?

The Schedule A authority may be used to hire a person with an intellectual disability, a severe physical disability, or a psychiatric disability to fill a position for which the person is qualified and able to perform the essential duties of the job with or without reasonable accommodation.  The Schedule A authority may be used to hire an individual on a permanent or temporary appointment.  An agency may hire an individual on a temporary appointment when the agency needs to determine whether the individual is likely to succeed in a particular position.  An individual hired on a temporary basis may be converted to a permanent appointment whenever the agency determines that the individual is able to successfully perform the job duties.

Am I eligible for appointment under Schedule A?

If you wish to be considered for appointment under the Schedule A authority, you must provide proof that you are an individual with an intellectual disability, a severe physical disability, or a psychiatric disability.  This proof must be provided to the agency before you can be hired.  Acceptable proof is appropriate documentation (e.g. records, statements, or other appropriate information) issued by:

  • A licensed vocational rehabilitation specialist (State or private); OR
  • A licensed medical professional (e.g., a physician or other medical professional certified
    by a State, the District of Columbia, or a U.S. territory, to practice medicine); OR
  • A Federal agency, State agency, or an agency of the District of Columbia or a U.S. territory
    that issues or provides disability benefits (e.g., Social Security Administration).
